The Courier Mail Newspaper reports today that Sir Leon Donaldson, the recently retired UK chief medical officer, conducted a top-level review of Queensland Health and found the department and the independent watchdog set up following the 2005 health inquiries had little idea who was responsible for improving patient safety.

Sir Leon identifies the pivotal role of corporate culture.

Predicting tensions, Sir Liam reasoned that Queensland Health should own responsibility for quality standards but discovered that the HQCC was “ambitious” and wanted to be proactive in patient safety culture.

On the other hand, it is unlikely that Queensland Health’s senior management would accept a wide-ranging quality improvement and cultural change role for the commission,” he said.
